The reason is that you have set minimum loan balance in Branch which covers all loans. So the system is enforcing the branch limits. To change this, please login and visit Admin (top menu) >> Manage Branches >> Branches. There click the Edit button next to your branch and change the minimum amount under Optional Fields: Loan Restrictions.
